Tiberius II Constantine served as a regent for the unstable emperor Justin II, who raised him to the rank of Augustus. Justin died nine days later, leaving Tiberius II Constantine as sole emperor. Tiberius II was very popular because of his generous fiscal policies and light taxation schemes. He also campaigned successfully against the Avars in the Balkans and the Persians on the Eastern frontier.
