If you push the latch down, you could lock it with your pad lock. When you open both sides of the toolbox tops The Holding trays open up like they should. The top holding trays is missing the little slide locking mechanism to keep the stuff in when moving the toolbox. As shown in the photo, this toolbox was manufactured with heavy steel braces on the bottom, so the toolbox is not set directly on the floor and rusts out the bottom from moisture.
